Casinos spend $26.7M on gaming referendum

ANNAPOLIS ? The debate over expanding gaming in Maryland will ultimately be decided by the people, but to help them pick, casino companies on both sides have now contributed more than $26.7 million to campaigns for and against Question 7.

Question 7, the gaming referendum, would expand gambling in Maryland by extending casino hours, adding tables games and allowing an additional casino to be built at National Harbor in Prince George?s County. The gaming referendum fight has been prominently featured in television ads.

A total of $14.1 million has been contributed to the pro-expansion committee For Maryland Jobs and Schools Inc., most coming from MGM Resorts International, the potential operator of a casino at National Harbor.

A casino at National Harbor could take business away from surrounding casinos, including those owned by Penn National Gaming Inc. So far Penn National has spent has spent $13 million to campaign against expansion.

Penn National owns the Hollywood Casino Perryville in Maryland, but gaming analyst James Karmel said the company is really concerned about the effect gaming expansion in Maryland could have on its Hollywood Casino at Charles Town Races in West Virginia.

?The millions they spend on ads could potentially be offset if they win,? Karmel said.

The most recent campaign finance statement from the pro-expansion committee For Maryland Jobs and Schools Inc., released Wednesday, shows MGM has contributed an additional $3 million since a report issued last week. That puts MGM?s total contributions to the pro-gaming expansion campaign since August at $11.4 million.

Some of MGM?s contributions were in-kind, meaning they provided services and then reported the monetary value of those services as contributions.

For Maryland Jobs and Schools Inc. has also received $2.3 million from CBAC Gaming LLC, a group led by Caesars and Rock Gaming that was granted a license to operate video lottery terminals at a location in Baltimore this summer. Peterson Development Companies, the developers of National Harbor, have also contributed $400,000. They?ve spent $13.6 million.

Penn National has contributed $13 million to the committee against expansion, Get the Facts-Vote No on 7. They?ve spent $10.9 million.



?Through its own committee Penn National Gaming Inc. has spent $36,401.

Jared DeMarinis, the director of Candidacy and Campaign Finance for the Maryland State Board of Elections, said both committees have been consistent and accurate in reporting their expenditures. He said they are required to report everything in Maryland.

He said a more detailed report will come out Oct. 12, showing how the money has been spent.

Some observers have noted the irony in seeing casinos spend money on both sides of a gambling debate.

?There?s a touch of hypocrisy quite often in the kind of marketing that?s been done,? said Bill Eadington, director of the Institute for the Study of Gambling and Commercial Gaming at the University of Nevada, Reno.

From words to deeds: Why election matters

When you vote for Democrat Barack Obama or Republican Mitt Romney in November, you'll be voting for more than a president. You'll be casting a ballot for and against a checklist of policies that touch your life and shape the country you live in.

It can be hard to see, through the fog of negative ads, sound bite zingers and assorted other campaign nasties, that the election is a contest of actual ideas. But it is always so. A candidate's words connect to deeds in office.

Roll back to 2008. Obama was the presidential candidate who promised to get the country on a path to health insurance for all. He delivered. If you haven't noticed one way or another, you soon will.

And back to 2000. George W. Bush ran on a platform of big tax cuts. That's precisely what the country got. A decade later, taxes are lower than they otherwise would have been.

That's not to say you can count on Romney's checklist or Obama's to come into full being. You sure can't.

By nature and necessity, the presidency is in large part a creature of compromise and improvisation. The unforeseen happens (the terrorist attacks), or circumstances change (the December 2007-June 2009 recession), or things that the candidate sets out to do run into a buzz saw in Congress (way too many examples to mention). That's why promises are broken, priorities shift and intentions get swept away by the fistful.

Even so, you get what you vote for, probably about as often as not. And a lot of what you get, you will feel in a personal way, for better or worse, no matter how distant Washington seems from your world.

The wars called away people in your orbit, if not in your family. The spending that each candidate wants to do ? Romney vows military expansion, Obama would put more into education, for starters ? is bound to benefit many livelihoods in some fashion, at the risk of even deeper national debt. And read their fine print: Medicare won't be the same in the years ahead. Perhaps not Social Security, either. (There's that national debt, after all.)

Across the spectrum of issues, Obama and Romney have drawn contrasts and telegraphed divergent ways for the nation to go.

You can't believe everything you hear. But you can believe enough to know that Tuesday, Nov. 6, is a true day of decision.

US Federal Judge Robert Sweet has ruled that the Congress Party of India has been "properly served" with the summons in the November 1984 Sikh Genocide case.

Last week, on denying the motion of the Congress (I) to dismiss the Sikh Genocide case for lack of service, the court held that the plaintiffs' evidence establishes that service was effected properly in accordance with the Hague Convention.

Since the filing of the law suit by "Sikhs For Justice" against Congress (I) for conspiring, aiding, abetting and carrying out genocidal attacks on Sikhs during November 1984, the Congress party has been challenging the US Court's jurisdiction at every juncture - and has lost at every juncture so far.

Citing the steps taken by Sikhs for Justice (?SFJ?) to effect service on the Congress, Judge Sweet, in his 82 page ruling, held that "the Plaintiffs have demonstrated that they complied with the Hague Convention procedures and that any failure of compliance was solely on the Central Authority to participate in the process. In addition the INC (Congrees Party) was aware of the litigation and had actual notice of the suit."

?Under these circumstances the INC was served in accordance with the Hague Convention and service is valid," concluded Judge Sweet.

While ruling on the Congress (I)'s claim that US Court lacks personal jurisdiction to hear November 1984 Sikh Genocide, Judge Sweet held that the plaintiffs have? yet to establish personal jurisdiction of the US Court over Congress (I).?

However, Judge Sweet granted the Plaintiffs? request for "jurisdictional discovery" to determine the relationship between Indian National Overseas Congress (INOC) and Indian National Congress (INC)".

However, while granting jurisdictional discovery, Judge Sweet stated: "Plaintiffs? allegations demonstrate a relationship between the INC and INOC to justify jurisdictional veil piercing," which is essential to determine the court's personal jurisdiction over the Congress Party.

According to Gurpatwant Singh Pannun, legal advisor to SFJ, since the filing of the Sikh Genocide case, the rights group has been approached by hundreds of survivors, witnesses and victims of November 1984, who are willing to become party to the pending case against Congress.

SFJ will file a motion before the US Court to include additional plaintiffs and issue a "class certification" in the pending Genocide case. The class will consist of resident and non-resident Sikh men, women and children who survived the attacks in November 1984 and the lawful heirs and claimants of those men, women and children that did not survive.

The class will also consist of Sikhs whose homes, businesses, gurdwaras and personal property was damaged, added the attorney.

SFJ has also announced that it will file a complaint with the US Secretary of State, Hillary Clinton, for allowing S.M. Krishna, a senior Congress (I) leader and India?s External Affairs Minister into the United States, knowing the Congress (I) leader?s involvement in leading attacks on Sikhs during the November 1984 pogroms.

"S.M. Krishna's entry and presence in the United States will be in violation of section 212(a)(3)(E)(ii) & (iii) of INA and section 604 of The International Religious Freedom Act of 1998 which prohibit entry into United States of any individual who is member of an organization involved in human rights violations,? explained Gurpatwant Singh, who practices human rights law in the United States.

According to SFJ, the "US Court's ruling regarding proper service on Congress (I) has brought the victims a step closer to establishing that Congress conspired, aided, abetted and carried out the genocidal attacks on Sikhs during November 1984 in which more than thirty thousand Sikhs were killed".

There was a new dawn in fashion today in Paris; a new era of proportion, led by the house of Celine, whose latest collection was the freshest take on modern dressing seen so far this season - a poetically evocative affair. In fact, Celine's creative director, Phoebe Philo, has become the most important women's designer capable of creating both sought after runway clothes and accessories while also seriously addressing women's practical needs.

As is her wont, Philo gave each guest her mood board, a carefully selected catalog of interior photographs mostly culled from Casa Vogue and the World of Interior telegraphing her cocooning frame of mind. A melange of hippie Victoriana and decayed modernism, they elegantly illustrated the mysterious connections in Philo's imagination.

The show, on Sunday, Sept. 30, was also all about the new sense of proportion seen across Paris runways - displaced oversized pockets or chess piece shaped tuxedo dresses and coats. Celine's new voluminous one button blazer had an intriguing '70s air and certainly lots of room to hide a baby bump or some extra pounds. And, to inject fashion buzz, there were lots of couture knots, most memorably in twisted knot blouses.

And by knots we mean football sized versions in silk or leather, used in cool, intriguing blouses.

"It's a about femininity, being gentle and support. Yes, support is really key, as I was having a baby when making this collection, and support means a lot then," Philo said backstage. One thing is for sure, this is the first runway in which a Baby Bjorn to hold an infant has served as inspiration for one of the world's most anticipated runway shows.

Apart from making trendsetting clothes, Philo is also delivering in the accessories department. In a season when shoes seam to be the new handbags, she put Birkenstock-like shearling sandals in black and purple mink pumps on her catwalk, which are sure to be a bestsellers. Coming from a designer who has taken her bow in New Balance sneakers before, this is a statement from a woman who knows how to give comfort to her customer. But not only women would like to have these well-tailored luxury clothes. There have been rumors that a men's line is in the planning as soon as Philo can devote more time to the project after just having had her third child.

If I were entering your income I would list each sessions income and then total it when it was banked. On another page I would enter all the expenses with the date incurred. At the end of each month the amounts should be agreed to the bank balance.

Keeping a receipt book for cash received each session is an extremely good idea.

Search engine giant Google has agreed to remove a controversial political video on YouTube that led to arrest of its Brazilian operations president Fabio Jose Silva Coelho.

Google chief's arrest follows a ruling by Mato Grosso do Sul state's regional electoral court Judge Flavio Peren that videos posted on YouTube breached local election laws.

Coelho said that the firm's final legal appeal has been denied and so now it has no choice but to block the video in Brazil.

"We are deeply disappointed that we have never had the full opportunity to argue in court that these were legitimate free speech videos and should remain available in Brazil," Coelho said.

"Despite all this, we will continue to campaign for free expression globally -- not just because it's a key tenet of free societies, but also because more information generally means more choice, more power, more economic opportunity and more freedom for people."

The search engine giant also argued that it was not responsible for the content of videos posted on its site, while pressured that it would follow its guidelines and the legislation of each country.

"If a video is illegal in a particular country, we will restrict access to it, after receiving a valid court order or government complaint," Coelho said.

"Because we are deeply committed to free expression, we often push back on requests that we do not believe are valid."

In an another development, a US federal judge has ordered arrest of a Californian man connected to an anti-Islam film posted Google's YouTube and accused that he breached terms of his trial on a bank fraud conviction.

Google's executive chairman Eric Schmidt defended hosting of an anti-Islam film at its video sharing site YouTube that sparked violent protests across Muslim countries saying the answer to "bad speech is more speech" -- not a ban.

Relief ruling fires up McIlroy at Ryder Cup

MEDINAH, Ill. (AP) ? The Americans finally have some momentum at the Ryder Cup.

And it's coming from some most unlikely sources.

Phil Mickelson and Ryder Cup rookie Keegan Bradley have won three straight holes to go 3-up on Luke Donald and Sergio Garcia with four holes to play. Neither of the Europeans ever lost in foursomes, and are 4-0 when paired in alternate-shot matches.

The U.S. also leads in the foursome of Jason Dufner and Zach Johnson vs. Lee Westwood and Francesco Molinari. The momentum in that match turned on the ninth hole, when Dufner's 15-foot birdie putt stopped a half-turn short of the hole. After about a half-second hesitation, the ball dropped in and the low-key Dufner pumped his fist.

The Americans are making up some ground against Rory McIlroy and Graeme McDowell, who seemed to be well on their way to Europe's first point after six birdies on their first 10 holes.

NFL refs approve deal, ready for Sunday games

IRVING, Texas (AP) -- NFL referees are ready to go unnoticed again, just as they prefer.

The refs approved a new eight-year contract with the league by a 112-5 vote Saturday, officially ending a lockout that led to three weeks of increasingly chaotic games run by replacement officials who drew the attention of everyone from the average fan to President Barack Obama.

After a few hours of final preparations with league officials, the next stop for the referees will be the airport. Most will be heading straight to their Sunday game sites.

''It was pretty much 'Come on it and vote,''' said Scott Green, president of the referees' association. ''We're going to talk football now. We're going to stop talking about CBAs and lockouts and now we're going to talk about rules and video and getting ourselves ready to work football games.''

They may get ovations similar to the one bestowed on the crew that worked Thursday's Cleveland-Baltimore game with the tentative deal in place. Before long, they expect to go back to being mostly anonymous and sometimes hated. They're OK with both.

''The last Super Bowl that I worked, when we got in the locker room, I said, 'You know, the best thing about this game, nobody will remember who refereed this game,''' Green said. ''That's how we like to work.''

The referees met for about an hour and a half Friday night to go over the contract, then gathered for another 30 minutes Saturday morning before approving the contract.

''We are obviously pleased to hear it,'' NFL spokesman Greg Aiello said in an email to The Associated Press on Saturday.

Because they were aware of the financial parameters, most of the discussion by the referees involved non-economic issues such as year-round work and developmental squads, said Tim Millis, the association's executive director.

The deal came quickly this week after an increasing chorus of complaints became impossible to ignore when a disputed touchdown call on the final play gave the Seattle Seahawks a victory over the Green Bay Packers on national television Monday night. Many thought the ruling of a Seattle touchdown instead of a Green Bay interception was botched, and the labor dispute drew public comments from Obama and his Republican challenger Mitt Romney.

By late Wednesday, the sides had a contract calling for refs' salaries to increase from an average of $149,000 a year in 2011 to $173,000 in 2013, rising to $205,000 by 2019. The current defined benefit pension plan will remain in place for current officials through the 2016 season or until the official earns 20 years' service.

The defined benefit plan will then be frozen. Retirement benefits will be provided for new hires, and for all officials beginning in 2017, through a defined contribution.

Beginning with the 2013 season, the NFL will have the option to hire a number of officials to work year-round. The NFL also can retain additional officials for training and development and assign those officials to work games. The number of additional officials will be determined by the league.

The officials that worked Thursday's Ravens-Browns game were cheered from the moment they walked onto the field. The difference between the regular crew and replacements was clear. The officials kept the game in control, curtailing the chippy play and choppy pace that had marred the first three weeks of the regular season.

''I think the thing we're most proud of is the lesson that we all learned,'' Green said. ''If you're going to be in a professional league, you've got top-notch coaches, you need professional officials as well.''

USD ? Disappointing US Data Leads to Temporary Dollar Losses

A batch of disappointing US data yesterday caused the US dollar to temporarily reverse its recent bullish trend against several of its main currency rivals. That being said, euro-zone concerns resulted in investors shifting their funds to safe-haven assets, giving the greenback a boost during afternoon trading. The USD/CHF fell more than 30 pips during the first half of the day to trade as low as 0.9371 before bouncing back to 0.9415 toward the end of the European session. The GBP/USD gained approximately 45 pips to trade as high as 1.6234, before a reversal brought the pair to 1.6190 later in the day.

As markets get ready to close for the weekend, a lack of significant US news means that any dollar movement is likely to come as a result of announcements out of the euro-zone. Traders will want to continue monitoring developments in the region to see if risk aversion will continue to dominate market sentiment. Next week, traders should not forget that the all-important US Non-Farm Employment Change is scheduled to be released, and is likely to generate heavy market volatility as a result.

EUR ? Spain, Greece Keep EUR near Recent Lows

The euro spent most of the European session yesterday near a two-week low against the US dollar and Japanese yen, as questions regarding the debt situations in Spain and Greece resulted in investors shifting their funds away from higher-yielding assets. The EUR/USD fell close to 60 pips over the course of the day, eventually dropping below the 1.2827 level. Against the JPY, the euro sunk more than 40 pips eventually trading just above the 99.60 level.

Today, euro traders will want to continue monitoring developments out of both Spain and Greece, as the two countries remain the biggest obstacles to the euro-zone economic recovery at this time. Al Qaeda convicts flee in Iraq jailbreak

TIKRIT, Iraq (Reuters) - Dozens of prisoners, including convicted al Qaeda members, escaped an Iraqi jail after militants dressed in police uniform attacked the prison and released them, security sources said on Friday.

The jail, which housed some 300 inmates, was assaulted by gunmen driving police vehicles after a car bomb exploded outside the main gate late on Thursday, security sources said. Twelve prison guards and seven gunmen were killed in clashes.

Security forces managed to regain control of the jail, in the city of Tikrit, early on Friday, but an official said more than 50 prisoners were still on the run, among them leading members of al Qaeda who had been sentenced to death on more than ten counts.

"There was clear negligence and laxness by those who are in charge of this prison. The operation was pre-planned, well prepared," Hakim Al-Zamili, a member of parliament's security and defense committee, told Reuters.

A curfew was imposed and helicopters hovered over the city, the home town of the executed former President Saddam Hussein.

Around 20 escapees were recaptured overnight, but Zamili said it would be tough to track down the rest because they had destroyed prison records before fleeing.

"All documents, files, pictures and all identifications of those prisoners were burned. I think the security forces will find it very difficult to identify those who escaped."

Violence in Iraq has eased since its height in 2006-2007 when sectarian slaughter killed thousands. But Sunni Islamists and an al Qaeda affiliate still launch regular attacks, seeking to destabilize the country and undermine its Shi'ite-led government.

Prison breaks are not uncommon. Last September, 35 prisoners facing terrorism charges escaped via a sewage pipe from a temporary jail in the city of Mosul, an al Qaeda stronghold.

"This (Union) is a great fit for me. I think I picked a great school," Kates said. "Union makes you feel like home. .?.?. I'm just thankful that they gave me a chance to be here."

Kates' road to Lombardy Street was a long winding one that began at Surrattsville High (Md.) and Friendship Edison (D.C.) before brief stops at the University of Florida and Erie Community College (N.Y.). At ASA Junior College in Brooklyn, N.Y., Kates was named Triumphant Sports junior college player of the year in 2009 and chose Indiana among the 20 scholarships offered.

"That was a big jump," Kates said of his transition from ASA to IU. "When I finally got out there on the field, I was like 'Dang, I'm really here.' I looked around and saw my name on banners that fans were holding. It was a big jump."

Kates played in five games for Indiana and made three tackles, including two solo stops against Towson.

He also held former Ohio State Buckeye and current Houston Texans wide receiver DeVier Posey to zero catches.

However, after expressing on Twitter his displeasure of then-coach Bill Lynch for lack of playing time, Kates was dismissed after two seasons.

Kates said he didn't go on Twitter to call out Lynch and the coaching staff, but rather responded to a question from one of his followers.

"One of the guys I knew asked me about my playing situation and I answered according to how I felt at the time. Not realizing who was following, the media picked up on it.

"So I learned to not talk about football on Twitter," Kates said. "I've grown past that. Like when a defensive back gets beat for a score, you have to forget about it and move on to the next play.

"I've moved on."

Kates talked with Arizona Cardinals defensive back Greg Toler, who played at Saint Paul's College. Toler referred Kates to Union defensive coordinator Kevin Grisby.

"I told (Greg) that I was looking for a D-II to transfer to and he told me that he knew someone that is a real good coach that can get you to that next level, to the NFL, where you want to be," Kates said.

Grisby said Kates' impact has helped turn around VUU's program.

"With him and the other transfers we brought in during the spring, they've shown the team what it takes to win the championship," Grisby said. "Being that we had a young group of guys last year, they really didn't have that type of leadership as far as the hard work it will take to win football games and possibly win championships."

Kates' influence was evident in the Panthers' season-opening victory over Benedict. He had five tackles, four pass breakups, two fumble recoveries, an interception, a safety, a forced fumble and a sack to earn CIAA defensive back player of the week.

"It was a dream come true," Kates said.

And as he helps guide his teammates on the field, Kates said Grisby guides him off the field.

"He (Grisby) still has the young mind and he can still relate to people. Anything you need, he's there for you," Kates said.

"A lot of these young men don't have father figures in their lives and Dre is in that same boat," Grisby said. "And that's part of our jobs. We need to make sure that the guys have that type of father figure where we can show them the ins and outs and keep them on the right track."

Union enters today's game against Livingstone tied for 21st in total defense in Division II, allowing 284.5 yards per game.

"I've been coaching for 18 seasons. I've been a coordinator for 13, and as a group, we have a chance to finish as one of the best defenses I've ever coached in the CIAA," Grisby said.

If the Panthers' defense continues to be stout, Kates may achieve the goal that has eluded him.

"A championship," Kates said. "I've never been part of a championship in my life."

Probing the mysteries of cracks and stresses

ScienceDaily (Sep. 28, 2012) ? Diving into a pool from a few feet up allows you to enter the water smoothly and painlessly, but jumping from a bridge can lead to a fatal impact. The water is the same in each case, so why is the effect of hitting its surface so different?

This seemingly basic question is at the heart of complex research by a team in MIT's Department of Nuclear Science and Engineering (NSE) that studied how materials react to stresses, including impacts. The findings could ultimately help explain phenomena as varied as the breakdown of concrete under sudden stress and the effects of corrosion on various metal surfaces.

Using a combination of computer modeling and experimental tests, the researchers studied one specific type of stress -- in a defect called a screw dislocation -- in one kind of material, an iron crystal lattice. But the underlying explanation, the researchers say, may have broad implications for many kinds of stresses in many different materials.

The research, carried out by doctoral student Yue Fan, associate professor Bilge Yildiz, and professor emeritus Sidney Yip, is being published this week in the journal Physical Review Letters.

Essentially, the team analyzed how the strength of a material can increase quite abruptly as the rate of strain applied to the material increases. This transition in the rate at which a material cracks or bends, called a flow-stress upturn, has been observed experimentally for many years, but its underlying mechanism has never been fully explained, the researchers say.

"The formulation is not specific to this particular defect," Yildiz explains. Rather, she and her colleagues have figured out what they believe is a set of general principles. "We have proven that it works in this system," she says.

"There are implications that go beyond dislocations, beyond even crystals," Yip adds. But before extending the work -- something the team is working on now -- the researchers had to prove the principle by applying it to a specific case, in this case the screw dislocation in iron. While other researchers have analyzed behaviors associated with particular kinds of defects in specific materials, with these new general principles, "all of a sudden we have an explanation for their data that does not require such specific assumptions," Yip says.

Flow-stress upturn "is an important phenomenon in materials," Fan says, explaining how they bend and crack in a process called plastic deformation. "It's common in all metals," he says, as well as in many other materials.

But the way that deformation varies, depending on the forces being applied, Fan says, is similar to the way the surface of water in a pool can part gently when a diver hits the surface at a certain rate of speed, but doesn't have time to part and behaves like a solid when the impact is too rapid, as in a jump from a great height.

The key is something called "strain localization," Yip says -- that is, the way an impact or other stress is confined to a small initial location, and how rapidly the applied forces can then spread beyond that point. To understand that fully, he says, the team had to analyze how the atoms and molecules move to produce this behavior.

The team found that, in addition to the rate at which the strain is applied, the effect depends critically -- and in a highly predictable way -- on the temperature of the material. "People think they're independent," Fan says, but it turns out the effects of strain rate and temperature are strongly related.

The effects are quite dramatic, Yildiz says: The rate of change taking place within the material can suddenly change by orders of magnitude, transforming a slow erosion into a sudden catastrophic fracture. The analysis could potentially help predict the breakdown of structures as varied as concrete buildings, metal pressure vessels in powerplants, and the structural components of airplane bodies, but further work will be needed to show how these basic principles can be applied to these different materials.

"I don't want to say it's going to be the exact same phenomenon" in such different cases, Yildiz says, but the underlying principles of coupled environmental factors "could explain significant differences" in the way these materials behave under stress.

"We believe this behavior is universal" among different materials, Yip says, "but we haven't proven that yet. It's the beginning of a long journey."

Ting Zhu, a professor of physics at Georgia Institute of Technology, says the MIT team's work provides "a new perspective for a longstanding puzzle on the so-called upturn behavior of flow stress. The work represents a new paradigm that synergistically integrates the theoretical modeling with atomistic calculations, thereby enabling a parameter-free explanation of the puzzle." Zhu, who was not connected with this research, adds that, "Their approach should be generally applicable to a wide range of the flow-stress problems for both crystalline and glassy solids."

The work was supported by the U.S. Department of Energy's Consortium for Advanced Simulation of Light Water Reactors and its Division of Materials Sciences and Engineering.
