BRUSSELS (Reuters) ? The European Commission wants to offer Serbia the status of EU membership candidate in October but will recommend entry talks are postponed until Belgrade improves its relations with Kosovo, EU diplomats said on Tuesday.
In its annual report on countries aspiring to join the bloc, due next month, the European Union executive will want to reward Serbia for bringing remaining war crimes fugitives to justice this year, they said.
It will also want to recognize efforts Belgrade has made in reforming state institutions and combating corruption and crime, seen as important steps toward ensuring Balkan states such as Serbia are ready for the EU.
But concerns over tensions with Kosovo, Serbia's former province, mean the EU is not ready to launch actual membership negotiations, a process likely to take years before Serbia can become a member.
"It's quite sure, the Commission will recommend candidate status for Serbia but set conditions for opening negotiations," an EU diplomat said, speaking on condition of anonymity.
The former Yugoslav state applied to join the EU in 2009 but struggled to make progress in its bid because of its failure, until this year, to apprehend fugitives wanted by a United Nations war crimes tribunal.
It caught Ratko Mladic, the Bosnian Serb general accused of instigating ethnic cleansing during the 1992-95 Bosnian war, in May, and apprehended Croat Serb leader Goran Hadzic in July, after both spent years in hiding.
Many EU capitals saw their capture as crucial to settling the legacy of Balkan wars that have crippled the region economically and delayed democratic transition from communism.
SMALL STEPS
Serbia's relations with Kosovo, however, have deteriorated in recent weeks, amid disagreements over trade and border crossings that have turned violent on several occasions.
On Tuesday, at least 16 Kosovo Serbs and four NATO peacekeeping troops were injured in clashes at a disputed border crossing. A Kosovar policeman died in a skirmish in July.
Serbia, along with five EU members, refuses to recognize Kosovo as an independent state and considers it its historic heartland. It lost control over Kosovo in 1999, when a NATO bombing campaign halted a Serb counter-insurgency war against ethnic Albanian rebels. With Western backing, Pristina declared independence in 2008.
Many EU officials hope that pushing Serbia along the EU path will help anchor the country on a reform path, but some EU capitals are angry over its refusal to recognize Kosovo and want to see more progress in EU-mediated talks on practical cooperation between the two.
"The Commission could split its recommendation into two parts," another senior EU diplomat said. "It could start with candidate status but postpone its recommendation for a date to start talks."
"Serbia has made an overall positive effort on reforms ... the problem is the Kosovo issue," the diplomat said.
Such a recommendation from the executive could still run into opposition from EU member states, which have to give it their backing. Diplomats said Germany, among others, may still refuse to approve it without further progress on Kosovo.
Others said Commission plans could still change in the coming weeks if the situation between Kosovo and Serbia deteriorates further.
If it doesn't, Serbia could be asked to fulfill a set of specific conditions before EU governments review the possibility of launching talks. Showing results of cooperation talks held in Brussels are fully implemented could be one such condition, diplomats said. Others could include further anti-corruption reforms.
The Commission could recommend, diplomats said, that an assessment is made in the coming months, before the next review of EU enlargement progress in 12 months.
Serbia is lagging behind several of its former Yugoslav peers. Slovenia is already an EU member and Croatia, Belgrade's wartime foe, finished accession talks earlier this year and expects to join in July 2013.

By studying medullablastomas, the most common form of childhood brain tumour, researchers at Karolinska Institutet have been able to show for the first time the presence of CMV in these tumours and that treatment for CMV can reduce tumour growth.
"We show in this study that CMV is found in 92 per cent of tumours from medullablastoma patients," says Professor Cecilia Sderberg-Nauclr. "We also show in experimental systems that we can inhibit the growth of these tumours with antiviral drugs, which opens up a new potential therapeutic approach to certain tumours in the future."
Earlier studies have shown that many forms of tumour also have a higher expression of the COX-2 enzyme, which is not found in normal tissue but which plays a key part in inflammations and the development of cancer. As regards tumours, it has previously been shown that for unknown reasons COX-2 is induced in tumour cells; a phenomenon often associated with poor prognoses. Further, the knowledge that COX-2 inhibitors reduce the risk of cancer has led to their use in clinical studies for cancer prevention. CMV in turn, greatly and specifically stimulates the synthesis of COX-2 and is thus a possible control signal for tumour growth. COX-2 inhibitors also reduce the production of CMV. The researchers now show in their paper, which is published in the Journal of Clinical Investigation, that tumour growth decreases when CMV is inhibited.
"Our experiments on mice show that tumour growth declines by around 40 per cent when antiviral drugs or COX-2 inhibitors are used separately, and by no less than 72 per cent when used in combination," says Professor Sderberg-Nauclr, adding that this effect is achieved without using chemotherapy.
Since both the drugs used in the study, an NSAID that inhibits CMV replication and inflammation, and the antiviral Valcyte (Valganciclovir) for CMV infection, have relatively good adverse effect profiles, the researchers now see immediate opportunities for studying their impact on different forms of tumour. Antiviral drugs are also selective and largely affect infected cells.
"These are very promising and exciting results," says Professor Sderberg-Nauclr. "The virus infection isn't cured by the treatment, nor is the tumour, but the virus in the tumour decreases, which affects its growth. This therefore presents a new approach to treating tumours and could henceforth be used as a possible complementary therapy."

"We also show in experimental systems that we can inhibit the growth of these tumours with antiviral drugs, which opens up a new potential therapeutic approach to certain tumours in the future."
Earlier studies have shown that many forms of tumour also have a higher expression of the COX-2 enzyme, which is not found in normal tissue but which plays a key part in inflammations and the development of cancer. As regards tumours, it has previously been shown that for unknown reasons COX-2 is induced in tumour cells; a phenomenon often associated with poor prognoses. Further, the knowledge that COX-2 inhibitors reduce the risk of cancer has led to their use in clinical studies for cancer prevention. CMV in turn, greatly and specifically stimulates the synthesis of COX-2 and is thus a possible control signal for tumour growth. COX-2 inhibitors also reduce the production of CMV. The researchers now show in their paper, which is published in the Journal of Clinical Investigation, that tumour growth decreases when CMV is inhibited.
"Our experiments on mice show that tumour growth declines by around 40 per cent when antiviral drugs or COX-2 inhibitors are used separately, and by no less than 72 per cent when used in combination," says Professor Sderberg-Nauclr, adding that this effect is achieved without using chemotherapy.
Since both the drugs used in the study, an NSAID that inhibits CMV replication and inflammation, and the antiviral Valcyte (Valganciclovir) for CMV infection, have relatively good adverse effect profiles, the researchers now see immediate opportunities for studying their impact on different forms of tumour. Antiviral drugs are also selective and largely affect infected cells.
"These are very promising and exciting results," says Professor Sderberg-Nauclr. "The virus infection isn't cured by the treatment, nor is the tumour, but the virus in the tumour decreases, which affects its growth. This therefore presents a new approach to treating tumours and could henceforth be used as a possible complementary therapy."

BALTIMORE (AP) ? The Boston Red Sox celebrated a rare September victory for about 20 minutes before turning their attention toward their next game ? the last and most important of the 162-game schedule.
The Red Sox maintained a share of the AL wild-card lead Tuesday night, using four home runs to beat the Baltimore Orioles 8-7 and set up a dramatic conclusion to the regular season.
The skidding Red Sox were 6-19 this month before rebounding to edge the last-place Orioles. The win, combined with Tampa Bay's 5-3 victory over the New York Yankees, kept Boston and the Rays tied with one game left.
After blowing a nine-game lead in the span of 23 days, the Red Sox will send Jon Lester (15-9) to the mound against Baltimore on Wednesday night in an effort to get into the postseason for the fourth time in five years. Lester, Boston's winningest pitcher, will be throwing on three days' rest.
A month ago, the Red Sox would shudder at the prospect of a must-win situation on the final day. But here they are, and they intend to make the best of it.
"I think it's really good for baseball, not so good for my stomach," manager Terry Francona said. "It's exciting. If you don't want to show up (Wednesday) and play, you've got no pulse. My goodness, I can't remember being that nervous in a long time. Go back to the hotel and not sleep, and then show up and see what we can do."
Boston will be looking to put together its first winning streak since sweeping a doubleheader from Oakland on Aug. 27. If the Rays and Red Sox remain tied after Wednesday, Tampa Bay will host a one-game playoff Thursday.
"Everybody's been watching the scoreboard and knowing that we need to win tonight so we can come back (Wednesday) and fight through it again," Boston slugger David Ortiz said. "I hope if I'm still here next year we can make it easier. We're playing like this is a playoff already."
Rookie Ryan Lavarnway became the unlikeliest of heroes for Boston, hitting his first two major league homers after being thrust into the lineup because of injuries to catchers Jarrod Saltalamacchia (sore collarbone) and Jason Varitek (knee).
Lavarnway, a Yale philosophy major who never played a big league game before August, hit a three-run drive in the fourth inning and added a solo shot for an 8-4 lead in the eighth.
"Besides what he did offensively, I thought he ran the game, I thought he had a lot of poise," Francona said. "That was one of the more exciting things to watch. We've seen a lot of interesting things here over the years, but that was right near the top."
Lavarnway said, "It feels good, but the job's not done. We still got to go out (Wednesday) and win another ballgame."
Jacoby Ellsbury and Marco Scutaro also connected for Boston, which scored all its runs on home runs.
Alfredo Aceves (10-2) pitched 3 2-3 innings of three-hit relief for the Red Sox, who survived homers from Baltimore's Matt Wieters and Adam Jones.
After the Orioles scored twice in the eighth off Daniel Bard to make it 8-6, Jonathan Papelbon survived a hectic ninth for his 31st save. Wieters drove in a run with a grounder and Baltimore had the potential tying run at second with two outs before Jones grounded out on a 3-2 pitch.
"Everything we got, we needed," Francona said. "We hung on for dear life."
Said Jones: "We battled down to the final pitch. That's the way I live. You know we ain't going to quit."
Pitching at Camden Yards for the first time since being traded by Baltimore to Seattle in February 2008, Boston starter Erik Bedard gave up three runs and five hits in 3 1-3 innings. The left-hander struck out six but needed 84 pitches to get 10 outs.
Bedard retired the first two batters without difficulty, then walked Nick Markakis and yielded an RBI double to Vladimir Guerrero to fall behind 1-0.
Boston took the lead in the third against rookie Zach Britton (11-11) when Scutaro hit a two-out double and Ellsbury followed with his 32nd homer. Ellsbury has hit in 35 straight games against the Orioles, a streak that began on April 17, 2009.
Lavarnway connected on a 3-2 pitch in the fourth following singles by Ortiz and Adrian Gonzalez. Wieters answered in the bottom half with his 22nd home run, the second in two nights, to make it 5-3.
A triple by Carl Crawford and Scutaro's homer off Jason Berken made it 7-3 in the sixth. Jones led off the bottom half with a homer off Aceves.
NOTES: Boston's Jed Lowrie started in the cleanup spot for the first time in his career. He went 0 for 5 with two strikeouts. ... Saltalamacchia was available if needed. SHANGHAI ? A Shanghai subway train crashed into another that was stopped underground Tuesday afternoon, injuring more than 210 people in the latest trouble for the rapidly expanded transportation system in China's commercial center.
The crash occurred after Shanghai Shentong Metro Group blogged that line 10 was having delays due to equipment problems. Line 10 opened just last year as one of the city's newest subways.
At least 212 people were hurt, three seriously, the metro operator said. It said none had life-threatening injuries, though some of the injured were carried away on stretchers.
"This is the darkest day ever for the Shanghai subway. Regardless of the cause or responsibility, we are stricken with remorse for having caused our passengers injury and losses," the company said in an apology posted on its blog. "We want to deeply, deeply apologize."
The crash follows a July 23 collision of two bullet trains in southeastern China that killed 40 people and injured 177, bringing into the open festering resentments over the huge costs of the country's massive buildup of its rail system, especially its high-speed trains.
Authorities have not yet disclosed the results of an investigation into the cause of that accident, though state media cited officials saying signaling equipment was thought to have been a key factor.
In Tuesday's crash, one train rammed into the back of another that was stopped between stations. Reports said problems with signaling equipment had prompted the line to switch to manual operations.
The trains were relatively crowded when they crashed in midafternoon. Photos posted online by passengers showed some of the injured covered in blood and lying on the floor of the train.
Firemen helped evacuate the approximately 500 passengers on the trains, taking them out through emergency exits and walking them through the subway tunnel.
The crash snarled downtown traffic as police blocked roads to clear the way for ambulances, and hundreds of gawkers gathered to watch as passengers were escorted from the subway.
Shanghai, a city of 23 million, has rapidly expanded its subways in recent years and some lines have seen problems with faulty signaling, windows shattering, doors not opening properly and poorly trained train operators.
Shanghai's No. 10 line was among several opened last year that were built hastily ahead of the 2010 World Expo, which brought more than 72 million visitors to the eastern city.

With board certification looming for clinical informatics, the sponsoring organizations will ask the Accreditation Council for Graduate Medical Education (ACGME), which accredits residency programs, to approve fellowship programs in clinical informatics. AMIA has proposed a two-year fellowship that could be completed within four years.
But for the first five years of the new board certification, physicians who have not had fellowship training will be able to sit for the exam if they have real-world experience in clinical informatics.
