How the major stock indexes fared Wednesday (AP)

It was a quiet end to a wild month for financial markets.

Stocks edged higher for a fourth straight day Wednesday on a report that factory orders surged in July. The Dow Jones industrial average turned higher for the year. The Dow's winning streak ended a tumultuous August that included four consecutive days of swings of 400 points or more, a first in the history of the index.

The Dow rose 53.58 points, or 0.5 percent, to 11,613.53

The Standard & Poor's 500 rose 5.97, or 0.5 percent, to 1,218.89.

The Nasdaq composite index rose 3.35, or 0.1 percent, to 2,579.46.

For the week:

The Dow is up 328.99, or 2.9 percent.

The S&P 500 is up 42.09, or 3.6 percent.

The Nasdaq is up 99.61, or 4 percent.

For the year to date:

The Dow is up 36.02, or 0.3 percent.

The S&P 500 is down 38.75, or 3.1 percent.

The Nasdaq is down 73.41, or 2.8 percent.

In 2007, I walked away from a successful career in database design to open a small resale and consignment shop for women. The plan was to ditch the two-hour a day commute for more time with the kids, do something spiritually nurturing and provide an important service for middle-class women like me.

Austin, Texas, is an environmentally progressive city, heavily invested in the principles of reuse and recycling, and there were few quality resale shops in my part of town. I could avoid a large upfront investment in inventory by taking consignments. This made it relatively inexpensive to get started. It seemed like the perfect way to make a living, while shifting my priorities from job to family.

In short order I was ready. I flung my doors open eager to receive the hoards of would be savers and sellers who would no doubt be pouring in. I was met with the profoundest of silence.

Like many who started small businesses just before the recession, my plans didn't quite turn out the way I had expected. So, when President Obama speaks in September about jobs and the economy, I sincerely hope he has some fresh ideas about how to stimulate the economy. The same old bag of tricks isn't going to cut it.

My story is reflective of many struggling businesses in the economy.

It took a couple of years and every penny I could scrape together, but we did eventually build a small but loyal base of customers and consigners. And then came the recession. Suddenly, ladies who used to come in and spend $100 to $200 were only spending $20. People were trying on more clothes than ever, and leaving the dressing rooms piled high, but only bringing one or two items to the register. They had to be careful about what they bought. They had to be sure. There wasn't a penny to spare on an impulse buy or a bad decision.

For a while, we were flooded with incoming merchandise, from people desperate to turn anything they could spare into cash. I had the heart wrenching task of having to tell most of them that I couldn't sell their items because they were too worn, or out of style or damaged. My "spiritually nurturing" job, had turned into a nightmare in which I was the villain doling out disappointment to the people I aspired to serve.

Eventually, the sellers disappeared, just as the buyers had.

At the same time, my ex-husband was laid off. His project lost its funding. He's now a 99er, one of the two million unemployed Americans who have exhausted their benefits.

I hope Obama and his advisers have a plan for the 99ers -- not just to extend benefits -- but to reintegrate them into the work force. The country is a hotbed of unfulfilled needs, and there are 2 million people sitting on their hands, pleading for something to do. Surely there's a way to put the two together -- maybe a works program, like the WPA & CCC during the Great Depression.

Mostly, I'd like our lawmakers to set a good example for all of us by putting aside their enormous egos and focusing on solving the economic crisis together. I will be looking for signs of this in both the president's speech and the Republican response. I hope they don't let me down... again.

Russia Medvedev warns of ethnic tension before vote (Reuters)

SOCHI, Russia (Reuters) ? Russia's President Dmitry Medvedev said there was a danger of rising ethnic tension after he gave the green light on Monday for a December parliamentary election that will set the stage for the presidential vote next March.

Medvedev set December 4 as the date for the election to the 450-seat State Duma, the lower house of parliament, dominated by Prime Minister Vladimir Putin's ruling United Russia party.

"What we definitely need to eliminate during the campaign are the attempts to incite ethnic hatred. This is categorically unacceptable," Medvedev told leaders of seven political parties. "Such attempts and calls will be decisively suppressed."

Moscow saw its worst ethnic riots since the fall of the Soviet Union last December when nationalist youths attacked passers-by who were of non-Slavic appearance near the Kremlin in what President Dmitry Medvedev called "pogroms."

The riots were triggered by a police decision to release people suspected of murdering a Russian soccer fan, a move widely viewed seen as fraudulent. Many commentators said anger about endemic corruption was also to blame for the violence.

Russia's mainstream political parties, whose leaders met with Medvedev in his Black Sea residence, are expected to address the ethnic issues during the campaign and Medvedev urged them to be cautious.

"We agree with Medvedev that this issue is a real powder keg in our country which has over 100 nationalities and where 28 million Muslims live," said Gennady Semigin, leader of Patriots of Russia party, after the meeting with Medvedev.

REFLECT PREFERENCES

Steered into the presidency in 2008 by Putin, who faced a constitutional bar on a third straight term, Medvedev has loosened electoral laws, making it slightly easier for other parties to field candidates and win seats.

"I would very much like the makeup of the future Duma to reflect the preferences of the broadest circle of our citizens to the maximum extent possible," Medvedev told party leaders.

Critics say the changes are cosmetic adjustments designed to appease critics of United Russia while keeping the political system intact.

The vote is by party list with no races between individual candidates. The parties are now expected to compile the lists and those parties not represented in the Duma will also have to collect 150,000 signatures.

Medvedev's talk of plurality seemed aimed at appealing to Russians who are tired of the primacy of United Russia, which holds a two-thirds Duma majority, large enough to change the constitution, dominating politics nationwide.

United Russia's senior official, Duma speaker Boris Gryzlov, said in remarks published on Monday the party's aim is to preserve its constitutional majority.

With opinion polls and regional elections showing flagging support for the 'party of power', Putin established a broad 'People's Front' earlier this year in a bid to improve its chances in the parliamentary vote.

Putin has hinted he is trying to decide whether to run for a return to the presidency in March or endorse his protege Medvedev for a second term. Analysts say he may not make a decision public until after the parliamentary election.

Irene spares big cities, but Vt. sees huge floods (AP)

MONTPELIER, Vt. ? The storm that had been Hurricane Irene crossed into Canada overnight but wasn't yet through with the U.S., where flood waters threatened Vermont towns and big city commuters had to make do with slowly reawakening transit systems.

The storm left millions without power across much of the Eastern Seaboard, killed at least two dozen and forced airlines to cancel about 9,000 flights. It never became the big-city nightmare forecasters and public officials had warned about, but it caused the worst flooding in a century in Vermont.

Many of the worst effects arose from rains that fell inland, not the highly anticipated storm surge along the coasts. Residents of Pennsylvania and New Jersey nervously watched waters rise as hours' worth of rain funneled into rivers and creeks. Normally narrow ribbons of water turned into raging torrents in Vermont and upstate New York late Sunday, tumbling with tree limbs, cars and parts of bridges.

"This is not over," President Barack Obama said from the Rose Garden.

Hundreds of Vermonters were told to leave their homes after Irene dumped several inches of rain on the landlocked state. Gov. Peter Shumlin called it the worst flooding in a century, and the state was declared a federal disaster area.

"We prepared for the worst and we got the worst in central and southern Vermont," Shumlin said Monday. "We have extraordinary infrastructure damage," including communities that were cut off, hundreds of roads closures and the loss of at least three historic covered bridges.

Video posted on Facebook showed a 141-year-old covered bridge in Rockingham, Vt., swept away by the roiling, muddy Williams River. In another video, an empty car somersaulted down a river in Bennington.

"It's pretty fierce. I've never seen anything like it," said Michelle Guevin, who spoke from a Brattleboro restaurant after leaving her home in nearby Newfane. She said the fast-moving Rock River was washing out the road to her house.

Officials at one point thought they might have to flood the state capital, Montpelier, to relieve pressure on a dam. But by Monday morning that threat had abated.

Nearly 5 million homes and businesses lost power at some point during the storm. Lights started to come back on for many on Sunday, though it was expected to take days for electricity to be fully restored.

Only about 50,000 power customers in New York City went dark, but people there had something else to worry about: getting to work Monday.

The metropolitan area's transit system, shut down because of weather for the first time in its history, was taking many hours to get back on line. Limited bus service began Sunday and New York subway service was partially restored at 6 a.m. Monday.

Commuter rail service to Long Island and New Jersey was being partially restored, but the Metro-North Railroad to Westchester County and Connecticut was suspended because of flooding and mudslides.

Riders were warned to expect long lines and long waits, but early commuters reported empty subways and smooth rides.

Mentor Vargas, 54, said he made his 40-minute trip on the J train without incident. "It seems people aren't going to work today," he said on his way to work at a repair company in Queens.

Likewise, Philadelphia's transit system was mostly restarted Monday, though some train lines weren't running because of downed trees and wire damage.

Airports in New York and around the Northeast reopened to a backlog of hundreds of thousands of passengers whose flights were canceled over the weekend.

Some of New York's yellow cabs were up to their wheel wells in water, and water rushed over a marina near the New York Mercantile Exchange, where gold and oil are traded. But the New York flooding was not extensive from Irene, whose eye passed over Coney Island and Central Park.

The New York Stock Exchange was opening for business on Monday, and the Sept. 11 memorial at the World Trade Center site didn't lose a single tree.

Mayor Michael Bloomberg defended his decision to order 370,000 residents to evacuate their homes in low-lying areas, saying it was impossible to know just how powerful the storm would be. "We were just unwilling to risk the life of a single New Yorker," he said.

Irene had at one time been a major hurricane, with winds higher than 110 mph as it headed toward the U.S. It was a tropical storm with 65 mph winds by the time it hit New York. It lost the characteristics of a tropical storm and had slowed to 50 mph by the time it reached Canada.

Chris Fogarty, director of the Canadian Hurricane Centre, warned of flooding and wind damage in eastern Canada and said the heaviest rainfall was expected in Quebec, where about 250,000 homes were without power.

At least 25 people died in the U.S., most of them when trees crashed through roofs or onto cars. One Vermont woman was swept away and feared drowned in the Deerfield River.

Officials worked to repair hundreds of damaged roads, and power companies picked through uprooted trees and reconnected lines.

One private estimate put damage along the coast at $7 billion, far from any record for a natural disaster.

Twenty homes on Long Island Sound in Connecticut were destroyed by churning surf. The torrential rain chased hundreds of people in upstate New York from their homes and closed 137 miles of the state's main highway.

Authorities in and around Easton, Pa., kept a close eye on the rising Delaware River. The National Weather Service forecast the river to crest there at more than 27 feet, about 5 feet above flood stage.

In the South, authorities still were not sure how much damage had been done but expressed relief that it wasn't worse.

"Thank God it weakened a little bit," said Virginia Gov. Bob McDonnell, who toured a hard-hit Richmond neighborhood where large, old-growth trees uprooted and crushed houses and automobiles.

In Norfolk, Va., where storm surges got within inches of breaking a record, most of the water had receded by Sunday. There was isolated flooding and downed trees, but nowhere near the damage officials predicted.

"We can't believe a hurricane came through here," city spokeswoman Lori Crouch said.

In North Carolina, where six people were killed, the infrastructure losses included the only road to the seven villages on Hatteras Island.

"Overall, the destruction is not as severe as I was worried it might be, but there is still lots and lots of destruction and people's lives are turned upside down," Gov. Beverly Perdue said in Kill Devil Hills.

In an early estimate, consulting firm Kinetic Analysis Corp. figured total losses from the storm at $7 billion, with insured losses of $2 billion to $3 billion. The storm will take a bite out of Labor Day tourist business from the Outer Banks to the Jersey Shore to Cape Cod.

Irene was the first hurricane to make landfall in the continental United States since 2008, and came almost six years to the day after Katrina ravaged New Orleans on Aug. 29, 2005.

Ariz. shooting victim honored at Little League WS (AP)

Green is the daughter of Los Angeles Dodgers scout John Green and granddaughter of former major league manager and pitcher Dallas Green.

Christina Taylor-Green, who was born on Sept. 11, 2001, played Little League ball in Tucson. Her parents joined her brother on the mound before he threw out the ceremonial first pitch, a strike. They were also given commemorative No. 11 jersey representing the West region team from Huntington Beach, Calif.

The family of New York firefighter Michael Cammarata, a former Little Leaguer killed at the World Trade Center in the 2001 terror attack, was scheduled to attend but decided to stay home at the last minute because of the hurricane.

Ten years earlier, Cammarata wore No. 11 while playing right field at the Little League World Series for a team from Staten Island, N.Y. The number is retired from use in the World Series in his honor.

Next to the No. 11 plaque in right field, Little League unveiled a new plaque with the initials of Cammarata and Green over the date "9-11-01." It will remain on the wall until after Sunday's championship game, and players will wear a similar patch on their uniforms for the rest of this year's tournament.

Japan beat Mexico 5-2 in the international Saturday afternoon, with Billings, Mont., playing California in the U.S. final later Saturday. The ceremony took place in between the games.

Also Saturday, Little League enshrined Army Pfc. Ross McGinnis into its Hall of Excellence. McGinnis, 19, died in 2006 after giving up his life to save four others from a grenade blast thrown inside a Humvee. He was later posthumously awarded the Medal of Honor, the nation's highest military award.

Fighting back tears after accepting the award for his son, Tom McGinnis praised Little League for helping "to bring a spotlight on our military. Without them, we wouldn't be here today. Thank you."

Ross McGinnis played Little League in Knox, Pa. Little League initially said in July that McGinnis was believed to be the only Little Leaguer to receive a Medal of Honor, but learned two weeks later of a second Little Leaguer who received the award. Army Corp. Thomas Bennett, of Morgantown, W.Va., was a medic who died in Vietnam in 1969.

HOOPS HITS: Syracuse basketball coach Jim Boeheim took in his first Little League World Series, settling in with his family about 10 rows up from behind the plate for Saturday's doubleheader.

Sons Jimmy, 13, and Jack, 11 both played as all-stars in their Syracuse-area league, Boeheim boasted. But Boeheim is purely a proud parent and spectator.

"I don't coach," the basketball Hall of Famer said. "I coach enough."

Boeheim himself played shortstop and outfield growing up. He said he his team reached the New York state finals when he was 12.

A Yankees fan, Boeheim said he has a slight allegiance to the Montana team at the World Series because his daughter, Elizabeth, lives there.

"I watch it every year," he said about the Little League World Series. "The baseball has been spectacular this year. It's special."

HOMETOWN HEROES: The World Series run for the team from Clinton County, Pa., is over, but friends and families of the players won't soon forget the experience that enthralled central Pennsylvania.

Thousands of people showed up Friday night in Lock Haven, about 30 miles away, for an impromptu parade to honor the Keystone Little League players from Clinton County. Coach Justin Kline said the players were surprised by the honor.

Organizers had just about five hours to prepare for the team's return. The Keystone league is based in Beech Creek, which has a population of about 700, but draws its players from throughout Clinton County.

They were the first Williamsport-area team to qualify for the World Series since 1969.

"I'm just glad, not just for Beech Creek, but that the whole county has been seen worldwide ... what we've seen every day, and that's there are great people from our county," said Kline, 27, mayor of Beech Creek.

Kline doesn't have family on the team, but just loves coaching and baseball.

"When you're coaching Little Leaguers, especially ages 9 through 12, they're young enough when they're not giving you a hard time," he said after his team watched an exhibition game at Volunteer Stadium. "These young kids, they're just doing it for the love of baseball.
