The Director of International Education provides leadership and supervision for International programs across the district. The Director works with staff to develop and supervise program budgets; to build international enrollments through innovative and active recruitment methods; and to achieve compliance with federal regulations related to international students. Responsibilities include oversight of admissions and registrations for students in the Intensive English program and International students in college-level programs and degrees; supervision of the development and management of the host family program and other housing accommodations for students; oversight of the development and quality of the Intensive English program; and assists the College in developing international/multicultural events and local and international partnerships.

About the Program:
The mission of International Education at Pierce College is to bring international students to Pierce College and to provide them with a range of student services while they complete their studies here.? In addition, the department assists the College is fostering international relationships and opportunities campus-wide, including study abroad and cultural events.

The Director is a district-wide position and reports to the District Chancellor. At this time, the Intensive English Program (IEP) and the departmental offices are located at Pierce College Fort Steilacoom. Few international students are enrolled at Pierce College Puyallup because there is no Intensive English Program there as yet. However, our plan is to increase our enrollments and build the program at both campuses.

At this time, we have almost 300 international students, one third of them in the IEP and two thirds in college programs. The department has a staff of six full-timers and four part-timers as well as two full-timers and nine part-timers in the IEP. Most of our students are from East Asia and enter through the IEP. After they pass out of the IEP, they go on to complete the Associate degree and transfer to a university. A few of our students are here only to learn English, and each year we also enroll some students on federal scholarships in college programs.

The Host Family Program finds suitable homestay placements for students on the basis of a detailed questionnaire. Our staff assists students in adjusting to life in the USA and helps them to deal with issues that may come up from time to time. We also help students to remain in compliance with immigration regulations by monitoring student progress and travel plans, and by monitoring their SEVIS records.

Our goal is to diversify and enlarge our international student body so that the benefits can be shared by both campuses. By building partnerships on campus and in the community, we enhance the educational experience for everybody.

  • International Education Program Management: Responsible for program outreach, communications, viable cost structures, identification of new business and revenue-generating opportunities and for programming and deliverables consistent with the mission and vision of the College. Defines the program activities, exercises independent judgment, and keeps Pierce College officials informed of ongoing activities and engagements. Exercises oversight over international student services, including advising, housing program and Intensive English Program. Organizes weekly staff meetings, manages communications and compliance with new college, state and federal policies and procedures. Manages compliance with federal regulations, such as BICE regulations, SEVIS certification and compliance and keeps staff informed of changes in policies and procedures. Analyzes and evaluates operations and develops and implements corrective action to resolve problems. Creates new partnerships with members of local and overseas education programs and businesses. Performs other duties as assigned.
  • Student Recruitment and Outreach: Works with International Marketing Manager on recruiting activities for new Intensive English students as well as International college transfer students. Handles overseas agency business as well as internal marketing and information sharing about the program. Approves and arranges for agency contracts, electronic payments and wire transfers. Arranges and hosts overseas agent visits to Pierce College. Works with faculty and staff on events and projects, such as International Week, Student Orientations, and Student Activities.
  • International Education Program Development: Develops and manages programs and new initiatives. Develops articulation agreements with international colleges, universities and organizations. Facilitates and manages faculty exchanges and ?Study Abroad? programs. Facilitates and manages short-term programs. Supervises management of federal grant programs and verify compliance. Supports ongoing grant projects in conjunction with Pierce College and other local community colleges.? Provides continuous development of the International Program as it relates to changing student and client needs.
  • Administration: Represents International Education within the College, in the community and overseas with professional organizations, the state board, commissions and other agencies; leads, works with, and serves on College committees/councils; attends college and community meetings and boards such as Lakewood Sister City Association and Asia Pacific Cultural Centers.
  • Budget & Planning: Develops and manages International budget and expenditures of over $3 million dollars and reconcile budgets with Budget Manager. Coordinates with Pierce College Foundation to manage joint Foundation account and scholarships. Develop revenue projections, budget or expenditure forecasts. Function as the primary administrator with signatory authority.
  • Supervision: Provides leadership for faculty and staff within International Education. Provides supervision including recruitment, training, evaluating, scheduling, and discipline for program staff. Demonstrates leadership role in supporting and promoting faculty professional development for full-time and part-time faculty.
NOTES:
Additional Salary Information: The salary indicated on this announcement reflects the temporary 3% salary reduction beginning July 1, 2012 through June 30, 2013 that is imposed under Senate Bill 5860.

Required Qualifications:

  • Master?s degree.
  • Two (2) years of experience administering educational programs with an emphasis in International Education, preferably at a community college.

  • Ability to interpret and explain regulations, policies, procedures, guidelines, and reporting requirements, particularly as it relates to International Education.
  • Working knowledge of MS Office to include Word, Excel, Outlook, and Internet.

Desired Qualifications:

  • Master?s degree with a focus in International Education, International Relations, International Business, Cultural Communications or closely related field.
  • Demonstrated knowledge and experience in East Asian/Pacific Rim cultures.
  • Experience in successful leadership and management of instructional programs and student services.
